KGA & KJRB To Reduce Power

Both Spokane translators appear to be tied to AMs in this case, bases on my cursory research. If the AM is silenced, the translators are lost.
They are. With the passing of Digital AM (Ma3). I don't see this changing. Even if you shut off your analog signal, the digital still has to be operational.
