It seems like just another off-air station hogging an FCC license, which is becoming way too common in Texas.

I've never heard it on the air even before their last dismissed STA in 2014, and it seems like they just forgot about it... Gerald Benavides is the owner, which is kinda strange because I thought he was improving his stations in San Antonio and Boerne and trying to add translators to them.

I was going to start a new thread but found this one I havn't been able to hear KGGB in a very long time. Wonder if it will ever be back up in full power? I think a while back they were on low power.
 
From FCC rules, part 73.1635:
(4) An STA may be granted for an initial period not to exceed 180 days. A limited number of extensions of such authorizations may be granted for additional periods not exceeding 180 days per extension. An STA necessitated by technical or equipment problems, however, may, in practice, be granted for an initial period not to exceed 90 days with a limited number of extensions not to exceed 90 days per extension. The permittee or licensee must demonstrate that any further extensions requested are necessary and that all steps to resume normal operation are being undertaken in an expeditions and timely fashion. The license of a broadcasting station that fails to transmit broadcast signals for any consecutive 12-month period expires as a matter of law at the end of that period, notwithstanding any STA or provision, term, or condition of the license to the contrary.

In short KGGB license should be expired if its been off for longer than a consecutive year...

KGGB is not currently listed as off the air. Therefore the 12 month period has not yet started. I'm sure if pressed by the FCC they would claim they went off yesterday. Don't hold your breath on this one. :)
