I've seen all kinds of station situations where format and staffing changes were not made on month or quarter end dates at all. If there are any format changes these have to be reconciled with airtime already sold. If a station shifts from, say 25 to 49 females to 18 to 35 males, there could be lots of airtime contracts to renegotiate or refund.

As for staffing, true, those changes could be calendar based...or not. If you cut back on staff then you have to reorganize the line of command, shift managers around, train people for additional jobs, etc. This may take time that doesn't fit a calendar.
 
I wonder if on the air people will be dumped? Do the ratings and advertisers justify the overhead?
