KHAL, Condon to provide cover for KMCQ

In the wake of the loss area of KMCQ, The Dallas, First Broadcasting obtained a Construction Permit (CP) to build a new station in Condon, Oregon to cover the loss area from the KMCQ move. Condon, Oregon's population is about 745 people. I wonder if this was a dummy station that would never be built. What do you think?

My bet is that when KMCQ moves up to the Seattle area, First broadcasting will return the license to the FCC and make a mockery of the process. Q. Would you build a class c fm, spending hundreds of thousands of dollars to talk to a few ranchers?
 
I wouldn't build a station in Condon, but I would consider setting up shop in The Dalles or Hood River. There IS money and interest there, since I'm sure KMCQ is STILL making money. the problem is that today's "big broadcasters" just aren't interested in the day-to day cash flow. They're not even interested in the smaller markets anymore, (look at CC's recent sell-off) other than to try and "move" some of these stations and convert them into "rimshots" towards the Seattle or Portland MA's.

It's all about radio real estate value and how much might another radio station be worth in Seattle or Portland tomorrow.

When the current KMCQ deal is all said, moved and finally done, Q-104, bought for 6 mil will once again sell for 30, 40 or even 50 mil as a Seattle station. Not a bad profit margin for 1st Broadcasting or anyone else trying to do the same thing.

If I were a broadcaster, I'd serve in the public interest and look at my day-to-day cash flow and manage running the station.
The problem though, is that I'm not a big player and I don't have money, so I'm not going to move and pick up the Condon CP. I'm sure that 1st Broadcasting would LOVE to sell it to anyone for a few Mil, but again, I don't have the money!

You know what they're going to do?.....First is going to move KMCQ to Covington, set up shop and pull the plug out of The Dalles....then, come back into town by either: using the old KMCQ tower site to plot a signal into Condon, OR by setting up shop with a modified CP and changing the COL from Condon right back to the river!

Very, very sneaky if you ask me. Will the FCC care-NOPE. They will only relish the $$ for the mod permits.

First Broadcasting will come away with 2 stations, KMCQ, Covington/Seattle and KHAL/Condon/TheDalles and beyond......what a deal for all the stock holders owning a piece of this broadcasting "rock"......
 
So you're saying that KMCQ will minor back to The Dalles? Oh..oh yeah.....the Republican-dominated FCC got the rules changed so that it's simply easy to do a COL minor change going from Condon to The Dalles. Poof! Two radio stations are born!

That's 50 million dollars, thank you very much.
 
They would probably have to license to Dallesport or somewhere else close to The Dalles that would provide a first local service. Relicensing to The Dalles would be too far down the priority scale.

Thanks Semoochie. First Broadcasting is real good at manipulation of these COL's (City of License) issues and you're right; they'll get their way by making a short proposal using their own new law (recently approved at the FCC mind you) that gets around Proposed Rulemaking changes and they'll use a "minor" change modification right back to the Dalles area by way of Dallesport of some other smallville that's now "deprived" of 1st local service.

The real killer is that I can just see it now in their paperwork for pending approval: "we're seeking approval because of a lack of first local service....! I see another one that goes like this: "with the departure of KMCQ The Dalles, there is no service in Hoodsport, etc, etc., !!! YEAH-that's because you yanked out the only big station that was the primary EAS relay station in the entire north central Oregon and Washington area!
 
They would show that the total amount of people served by a station located near Dallesport would be larger than the total amount served by a station located in Condon so that would give the former an advantage in "first local service".
