KHTZ license renewal objection

Remember the details of how KHTZ Ganado arranged an upgrade by moving from 104.7 to 94.9, with KVIC Victoria switching from 95.1 to 104.7?

KVIC has fulfilled their part of the deal; not only are they licensed and operating on their new frequency but they also were granted a station license renewal recently. The license to cover for KVIC's frequency change was granted in May.

KHTZ, according to the latest info from the FCC, has not received a license for their upgraded facility but their request to "remain silent" from back in March was approved in June. The STA request was filed, according to the narrative, to allow time for KVIC to complete the switch:

Note the date stamped on the FCC's approval letter. June 7 is just over one month after KVIC was granted a license to cover their changes.
 
So are they upset about moving for a station that isn't airing yet? I couldn't believe VRW actually went through with the frequency change in the first place. They had occupied 95.1 for many years. The signal was downgraded and handicapped several years ago but remained quite successful in its market. I wonder if they are considering a return down the dial? That seems an unnecessary frustration for KVIC's listeners.
 
Actually KVIC benefited by moving from 95.1, what with frequent tropo from San Antonio and Beaumont. But apparently there's a sour grapes issue involved here. While it's doubtful that KHTZ's renewal will be denied it should be interesting to see what develops.
 
I'm glad KVIC moved to 104.7. Much easier to pick up. When they were on 95.1 even a few miles out of town KGXS would come in like KVIC wasn't even there. I also had a hard time with KNDE. Now I almost have no problems.
 
Oh I understand the signal handicap that occurred after KVIC downgraded to allow the co-channel in Comfort to cover more of San Antonio. Used to be KVIC made appearances in Houston regularly, but I haven't heard them here in a number of years. I have yet to catch them at 104.7 either. From either of my locations it's always B/CS at 104.7. Did VRW pay for their own move or was that expense absorbed by Henderson's group? That might be the sour grapes aspect. I'd be miffed if my company paid to move our station, at our own expense, for a station that apparently is in no hurry to begin transmission.

Wish I was a fly on the wall at VRW. I'd love to know what they are planning.
