After two years operating under a Special Temporary Authority permit from the FCC at 25 KW non-directional, KICY has re-established full power after significantly upgrading and repairing the transmitter facilities. A fire in the tuning house in August of 2005 took down the AM powerhouse and its three-tower directional array which had been in service only a short time. After several weeks the station was able to reconnect the transmitter to the original 1959 west tower and it has been operating at half power nearly two years until this August 2007. Following the 2005 fire both the center and east towers were placed on the ground due to foundation heaving until a solution could be achieved. This summer a tremendous undertaking to rebuild the tuning facilities and erect the directional towers has been underway in a very short summer window and has recently concluded. In other news concerning KICY, this spring the FCC granted clear channel 50KW status to the station. They may now operate at full power both day and night, directional or non-directional. The station now operates non-directional from the center tower from 4 a.m. - 11p.m. and then operates directionally into the Russian Far East directionally from 11 p.m. to 4 a.m. in the Russian language.
