The answer is "none of the above." The severe storms caused greater than normal winds and icing. Some stations went on auxiliary antennas, had to reduce power due to increasing reflected, etc. Any and all of this may have affected total power output as well as ability to broadcast HD... most stations are not as redundant in HD as on main channels.
