KISR signal

What is up with the signal of KISR? It used to be a 100,000 watt blowtorch, but it has been operating on flea power for a while now. It used to have a have a moderate signal up in Fayetteville, but now it is almost all static. I initially thought it was a temporary issue, but this has been going on for almost a year now.

Is it a transmitter issue that Fred Baker doesn't want to fix?
