Kiss-XM is operated by Clear Channel, which owns the bandwidth and the right to sell advertising on it as a result of a "deal with the devil" made nearly a decade ago -- Clear Channel supplied a key investment needed to get XM off the ground and, in return, got rights to a chunk of XM bandwidth for as long as it wants to hold on to it. XM tried to stop Clear Channel from selling ad time on its bandwidth, but was badly outlawyered by deep-pocketed CC and lost before an arbitration panel. Other CC music channels on XM are Nashville, Mix, Pink, Rock@Random and the new Bollywood and Beyond. All air commercials, which provide revenue for Clear Channel, not Sirius XM.
Sirius XM doesn't get the ad revenue from the Clear Channel stations. If they had their choice, my guess is they'd dump the whole deal and increase bandwidth to channels that need it.

It would probably cost them a pretty penny to buy that bandwidth back. Maybe Clear Channel will get overwhelmed by their debt and get desperate to sell it.
