KIVA on FM??

But since I am not going to be in range of the translator for a while, what gives. Is it really simulcasting KIVA-AM. And if so, can that be done on the non-comm band?

I doubt that's the case, at least at the moment because, and as you note, its in the non-comm band.

I do see there is an application to move to the commercial band.....at 103.7 - with a KIVA-AM simulcast noted in its application:

In addition, Don Davis, owner of KIVA-AM, appears to have purchased the translator in an application filed three days earlier, on 10/17/11:
