KJLR St. Charles (92.9 MHz) ?

Driving in the St. Charles/St. Peters area I found a station on 92.9 playing a deep-cuts style classic rock format. The station identified itself as KJLR St. Charles and airs NPR news. KJLR can be heard along Interstate 70 between Cave Springs (MO 94) and Zumbehl Road. I cannot find anything in any databases, and I guess the station is a pirate, or perhaps a "Part 15" station. Anyone else familiar with this station?
 
There's KWRH 92.9 in Webster Groves, a Low Power FM, that may be the station. That's 15 miles and not likely because of distance.
 
This is not KWRH. I heard them as KJLR went out of range. KWRH has a good signal considering it's a LPFM. It has a reliable signal into north St. Louis county, and I can get it in Jersey County, IL.
 
Seems to be emanating from the subdivision by Bogey Hills Country Club behind Dierbergs, that was only place I was able to get a good full quieting signal. It picket fenced along Zumbehl and down Veteran's Memorial to Cave Springs. I heard an ID as "92.9 Deep Cuts Radio." I think its a fairly low powered pirate probably using one of those cheap Amazon $80 10 watt transmitters by the range of it. Its far above Part 15, which would reach to the edge of someone's yard.
 
I believe the call letters should be the key..... KJLR? "Just Love Radio"....probably a former DJ having fun with his home.
