Noticed this for at least the past week, but KJUG has been either broadcasting at extremely low power levels or seems to be off the air completely. Even when the signal can be received the audio level sounds quiet. Sister station KCRZ 104.9 was having signal problems about a month ago as well, and while being back on the air, it doesn't seem to have the stereo separation it once did. Anyone have an idea of whats going on?

Sounds like you need a new receiver. Hearing 980, KJUG 106.7 and 104.9 just as strong and as clear as always. Now if you asked about 1430 KYNO -- which has signal as well as equipment outages, I would say that your radio was working fine.
What's going to happen when/if the new LP at 106.7 in Fresno goes on-air?
So many applications for LP or translators right now. This is going to be a mess.
We're seeing this north in Sacramento. Between LPFM's, translators and neighboring markets (San Francisco and the North State), the FM band is truly a mess.
Not sure how effective the signal for the new LPFM will be east of freeway 99 going up against KJUG, now that their signal issues are worked out. Its unlikely that this lp will reach very far if anything it might create some background interference or noise on the channel. Unfortunately if this lpfm does indeed go on the air, it will be the second bad choice of a signal in Fresno. When these low power fm's are given a license to broadcast on the same frequency as a full power station, even a distant one, it limits the range of the lpfm and creates interference on the full power that makes it unllistenable.
What you're witnessing is the mad scramble to fill the FM band with as much crap as possible in an attempt to make it relevant again.
Ding! and I did notice KJUG sounding bad in Fresno.
That means I won't be able to get that rock station 106.5 out of Bishop. If it is still there.

KAAT 106.5 is from Mammoth Lakes and I still receive it, it's funny the frequency being used for lp=FM in Fresno, some don't make any sense like 103.3 and 104.3, I mean why not 93.3, 102.3, or 98.5 would make more sense and why block a signal like KJUG 106.7 or KZPO 103.3 that is line of sight to Fresno, and adjacent to KFRR 104.1 is just plain stupid, I wouldn't be surprised if the next one is 99.7.

I hope 99.7 is not the next one, or 98.5. There are just too many stations being added lately, and the formats are not interesting either! 104.3 is a waste, I have no idea who's bright idea it was to use THAT frequency! No idea whatsoever!
The best signals to use in Fresno would probably be 98.3, 100.7 and 104.5. These channels have the clearest (no consistent audible signal), that would have the best reach over the metro area. 93.3 is received too well in NW Fresno and 102.3, even though its not line of site, throws too much of a signal, junk signal as it is, would probably cause reception issues to listeners in the south and eastern parts of the city.
But the FCC probably only looks at proximity to other stations, which is evident by the placement of 103.3 and pending 106.7. So why not approve a 99.7 or even better yet a 88.9 in Fresno, "Blue Ridge is outside the Fresno Market so who cares what stations in Fresno go on the air with stations at either the upper or lower sites." What, 104.9 is on Blue Ridge too? The FCC would probably grant an application on this frequency anyway. Even better that it would only reach 2 miles and be within 105.1 The Blaze protected area, but no bother, its an lpfm and it deserves to block those "distant" stations (Tongue and Check of course).
