KLAT tower lights out!

On three of six towers on their array near Hollister and Little York when I drove by night before last.
 
Um, only three of the towers are normally lit. If you drive by during the day you'll also notice that only three of the towers are painted.

I've noticed that many multi-tower arrays don't have lighting on every stick.
 
I'm gonna go out on a limb here... I don't know the engineering aspects of KLAT, but is it possible that the 3 not lit are less than 200ft HAAT?

Many arrays, irrespective of tower height, are given permission to light fewer than all the towers. A 7-tower in line array might have only towers 1, 3, 5 and 7 lit or even 1, 4 and 7. Parallelograms of 4 towers might have only two lit, and a 6 tower parallelogram might just have the 4 end towers.

A lot depends on the distance between towers, flight paths, etc.
 
The technical answer is that the licensee can request that the FAA do a study to determine if not lighting and/or painting all towers in close proximity would pose a hazard to air navigation. There are airspace consultants that can advise the licensee what the FAA will accept. If the FAA determines that painting & lightning less than all the towers would not present a hazard, the licensee can then apply to the FCC to have it's license modified to specify which towers must be painted and/or lit.

If the KLAT towers were less than 200 ft., none would be required to be painted or lit unless they are reasonably close to an airport or heliport.
