I listened for some time today and didn't hear any GMD commercials just calls for sponsors / underwriters who wanted to advertise on the station, In this context I don't see a problem with the word advertise, although a different wording with out advertise might have been a better choice.

While "advertising" is not allowed on LPFM, I think the reason they are using that term is for the sake of familiarity to potential underwriters. When University of Houston (dba Houston Public Broadcasting) uses the term "underwriting" during their frequent Share-a-Thons, it always sounds foreign.
 
They are just trying to recoup some of the money they had to shell out for FCC type accepted equipment.

Or to pay for ongoing expenses. To most, LPFMs are anything but cash cows.

But then again, who's fault is that. Just look at the LPFMs in the Houston area, and the product they offer to the listeners. A vast wasteland. Spanish religious, religious network from faraway sources, blah, blah, blah.
 
Nautel VS-300s aren't cheap, about $5500 more with Orban audio processor, and neither are four bay stacked BKG77 antenna's and then there is tower rent, and don't forget the EAS, cheapest ones out there will set You back about two grand or more, which seems unnecessary since I get EAS alerts on my android phone all the time, looks like that would be a way to give LPFM stations a break on mandatory expenses, seems like gross over kill for a FCC stated 60db contour of about 5KM

The reason why type accepted equipment is more expensive than the eBay stuff is that it works as required to stay on frequency, avoid interference with other stations and produce a clean signal.
 
Many are in effect Hobby stations, and operate for the pleasure of the owner / community board of directors which for many LPFMs are only one or two persons with the second person being His wife. not to say they don't provide a community service which most do.
 
And they have a captive market with FCC certification required, and can charge what ever the market will bear, to cover type acceptance and a quality manufacturing process, the cheapest Type accepted LPFM TX is Ramsey 50 watt for 2 Grand, still available on amazon, Ramsey got out of the market earlier this year.
Nicom is reasonably priced but their QC leaves a lot to be desired in my experience, the one I worked with was received defective and sent back to the factory 3 times before it worked well enough to keep it and the panel LCD watt meter never did read the correct power just used in line bird to set power out.
