Houston's Siga Broadcasting, owner of KLVL 1480, has been fined $21,000 for a number of violations at KTMR 1130 Edna (Victoria). Here's a telling footnote about what the FCC said they discovered when they paid a visit to the station's studios in Victoria: "The staff present had entered into a time brokerage agreement with Siga Broadcasting to operate the station fulltime. No employees of Siga Broadcasting were present at the main studio." Of course, the staff didn't get slapped with a fine since it's the owner's responsibility to make sure the station is obeying the rules.

While the complaining party isn't revealed, it's no secret that 50,000 watt KWKH Shreveport (audible most nights in Houston) has never been happy about the Edna station being on the same frequency, something that goes back about 30 years.
