KLXG Goodland, KS

BETTER PUBLIC BROADCASTING ASSOCIATION is selling noncommercial KLXG/GOODLAND, KS, KLXO/BEAVER, OK, and KLXD/SPRINGFIELD, CO to CHRISTOPHER and KATHERINE LASH's WHIPLASH COMMUNITY RADIO, INC. for $31,200.
 
Usually, non-commercial stations above 92MHz can be converted to commercial stations. There are exceptions.

All FM frequencies below 92MHz are reserved for the exclusive use of non-commercial stations. A very small number of specific frequencies above 92 are also reserved at specific locations. (when it can be shown additional non-commercial service is necessary & there are no available frequencies below 92) Stations operating on these frequencies may not be converted to commercial operation.

The vast majority of channels above 92 are not reserved. That doesn't mean you can't have a non-commercial station on such a frequency -- the channels are not reserved for only commercial stations. A non-commercial station on an unreserved frequency can be converted to commercial operation.

I should note that non-commercial and non-profit are not necessarily the same thing.

A commercial station is allowed to sell airtime. It's not required to sell airtime. A non-profit organization could acquire a commercial station and choose not to sell time. And while I'm not a lawyer, I believe it would be legal for a non-profit organization to acquire a commercial station and sell airtime, as long as all the revenue from sales went to cover the organization's expenses.

As a point of reference, the three stations mentioned in 1250WTAE's original post all operate on reserved frequencies below 92. KLXD has applied to move to 102.5 in the commercial band -- I do not know if that's one of the small number of reserved frequencies above 92.

Veteran radio station owner Chris Lash, of Whiplash Community Radio announces
the creation of the "Cat Country Network", featuring a classic country format from the
60's to the 90's. The network will also feature the launch of "Country Legends" magazine
with articles, feature stories, rare pictures, from the four decades of artists the network
stations will play, and live in studio concerts, and other shows in various theatres.

Recently Lash purchased three stations in the mid-west including KXCT in Goodland, KS,
and others in Beaver, OK and Springfield, CO. All will feature the "Country Legends,
Cat Country" format. Air talent on the station includes Lash, Rich "Smitty" Smith, Uncle Johnny,
Paul Heil of the Gospel Greats and more!

89.1 Cat Country, KXCT debuts on Saturday, March 1st in Goodland, KS, and streams online
at www.catcountry.org, and is in the process of creating its own phone app, but is listed already
under the Tunein radio app. "Retirement in Florida did not suit me well. I lasted about three months, when this opportunity arose in the mid-west." We'll be adding another station to our mix soon, and will continue to grow in the right markets, stations and FM translators." said Lash.

Much like the recent talked about new country format brands, Cat Country will focus on classic country music. And Lash is serious about it. "Our network studio is a country music museum, from my personal collection. It features rare and one of a kind items from Johnny Cash, Elvis, Rascal Flatts, Little Jimmy Dickens, Ernest Tubb, Hank Williams Sr., and many more." Chris Lash buys three Midwest FMs, debuts the “Cat Country Network.” The restless Chris Lash says he couldn’t handle more than three months of retirement from the business, and he misses classic country. So he’s installing Cat Country on the three Class A non-commercial-band stations he’s buying from the Better Public Broadcasting Association. The stations are in Goodland, Kansas (KLXG, changing frequencies from 88.9 to 89.1). Beaver, Oklahoma (KLXO at 91.9) and Springfield, Colorado (KLXD at 91.7). Price is $31,200, with the seller holding a note for $18,800, payable in a four-year note. The first one to go “Cat Country” is Goodland, Kansas, which takes new calls of KXCT. Chris Lash is offering “Cat Country” outside his own group as a syndication product, envisioning a complementary magazine. Chris, didn't you own a little station down in Tennessee awhile back? And something in PA before that?

What's with the non-profit stuff?
 
It was an easier way to get back in, after my very short retirement. Just picked up a commercial AM in Tennessee, and adding an FM translator to it.
