Or maybe the problem isn't full staffing, but rather the quality of the staff.

Maybe instead of consolidating jobs to fewer and fewer staffers, they need to hire competent staffers to do those jobs.

That's not a subject for generalities. Maybe they feel they have the right combination of both right now. It's their decision, you know.
