Knoxville Country Radio

I'm an outsider to the Knoxville market, but I've been watching the arbitron 12+ numbers there with some interest for years now.

Why doesn't anyone go up against WIVK and do a competing country format? WIVK typically has more than double the 12+ ratings of the second place station. It seems like ANY STATION could make the flip to country in this market, and have immediate success. Why is WIVK allowed to hog all the fun?
 
For the same reason KIX 106 is allowed to do the same in Memphis.
These large corporations, which own all the decent signals, have their heads up their behinds and lack the nerts to try it.
They could turn some pretty good revenue just with agency dollars.
 
Actually, there IS another country station in Knoxville, WMYL, "Merle FM". They signed on in January at 96.7. They are already in the top ten, and WIVK has dropped below a twenty-share for the first time in a very long time.
