I've tuned in a few different times in recent weeks, and always find the station is off the air. Did they go silent? Have transmitter problems? I went to both their website and Facebook page; no mention of their signal being out.

KNSJ 89.1 off the air

Sounds fine to me on my PC. Interesting station. Listened to it a few times. We need more variety here.
I was referring to KNSJ's over-the-air signal.
I'm in East County and they seem to be putting out a carrier. Their studio link (which is in North Park) goes to their transmitter which is on Monument Mountain in Descanso. They were supposed to be putting out another signal at 89.9 FM to Ramona, that other hot bed of progressive politics.

This trail is the most direct route to Airplane Monument, site of a 1922 biplane crash. Near Descanso, California.

Their transmitter is actually on Monument PEAK. Which is not in Decanso. It's in Mt. Laguna.
KNSJ is back on the air. Heard them today.

Yes, KNSJ is licensed to Descanso. But transmitters don't have to be in the same city or town. They just need to throw a certain minimum signal level over their licensed city.
Of course, the honest truth is that it really doesn't matter if they are on the air or not with their terrible signal.
In my opinion, they should throw their money and lease an AM station in town. I'm sure there would be few candidates to raise their hands on such as opportunity!
