No, it was not "functioning" as it was daytime (Sunday morning, 12/19/2004) and the conventional lighting is not on in the daytime unless light levels are very low and trigger the lights to turn on (as in a severe storm). There were suggestions that the new tower have strobe lights, visible daytime as well.
