Speculation -- Maybe there is an outdated ID floating around in their playback system, from the days when the KOCP calls were on 95.9, which is licensed to Camarillo and a sister station in that cluster? (Just checking the Radio Insight archives, this frequency move was almost 10 years ago, in July 2016, and it seems remarkable that an ID THIS outdated would still exist!)
Just one clock, calling for the wrong cut number, running in a secondary daypart, might go uncovered for a long time since there is no staff to monitor what comes out of the speakers most/all hours of the day. I've heard similar things in other markets. IMO Too many clusters allow completely outdated audio to stay around in playback systems for a long time, since storage is cheap and effectively bottomless.
