I doubt it's a "procedural error".Update: The FCC has denied the KOLI Silent STA application. Can’t find a reason. Procedural error, or something else going on?
They have filed many silent STAs. I will bet someone else's money they have everything "saved" with blanks for the station call letters, COL and facilities number to fill in.
The refiled amendment contains the same, earlier narrative:
Exhibit to Request for Silent Special Temporary Authorization
Cumulus Licensing LLC (“Cumulus”), licensee of Station KOLI(FM), Wichita Falls, Texas,
respectfully requests authority to discontinue operations. This Station was previously
silent but was able to resume service for more than two weeks. Since then, Cumulus
Media Inc. has filed for Chapter 11 reorganization. As part of the reorganization process,
Cumulus has taken KOLI off the air. Cumulus has an interested buyer and is in the process
of negotiating to sell this Station.
(A religious broadcaster has eyes on the station.)

I first thought Radio Nueva Vida, but then remembered that KCBI in DFW has been expanding its format coverage in North Texas.(A religious broadcaster has eyes on the station.)
Several good possibilities in play.
What about air1? Could anyone see that on 94.9 in Wichita Falls?
Air1 is already on a translator (100.5) in WF. KYDA covers areas to the east of the city. KOLI would cover the Highway 287 corridor towards Vernon, but both signals are somewhat marginal in WF itself.What about air1? Could anyone see that on 94.9 in Wichita Falls?
That's What I'm thinking, it would cover Iowa Park Electra Vernon Altus Seymour and Frederick real well. I wonder if EMF would be interested in that
