KOTC Move?

As many know, KOTC/830 holds a CP to move to Memphis as a 10 kW daytimer. Transmitter would be at the WHBQ/560 site. The signal would likely be pretty good.

That CP is set to expire on July 1, 2011. I am wondering if that date will be made or if KOTC will allow the CP to expire. Any thoughts?

Very reliable sources say there has been no activity, discussion of or preparation at the CP site. Looks like Its gonna die on the vine....
 
So what was the point of them even getting the CP and then doing nothing with it? Is there a chance that they could sell and someone else complete the CP, request an extension, etc.?
 
FCC grants CP's for three years, no extensions! Before they will even consider the renewal on one of these, rare and compelling circumstances must exist like acts of God and even then you better have a good showing of signed contracts for services, receipts for equipment and construction photographs. Better yet, might want some evidence that there were some sort of zoning or NEPA issues that caused the delay in the early years. Unlike some FM CP's that came about as result of a rule making, in the AM world they don't have to build it. The existing license is valid until it is modified by 302 application. Lead time on diplexing equipment, site preparation, installation and final testing for these specific types of projects are measured in months if not years. Suspect the project was concocted and proposed prior to the broadcast industry melt-down that has gone on longer than the current recession and shows no sign of letting up.

I don't know if it applies to upgrades, but CP's for new stations can be granted a one-time 18 month extension so long as the current owner sells it to a qualified minority buyer or a small business. Also, if the original owner received any bidding credits when acquiring the station at auction, he will have to repay that amount to the FCC unless the proposed assignee qualifies for equal or larger credits.

Most likely, KOTC was upgraded with the idea that they'd sell it to someone who wanted to broadcast in Memphis. There were, however, two problems with this approach. The first was that the economy bottomed out right after the CP was granted, and the second was that demand for an AM station was already low and has only gotten lower.
 
KOTC stays in Kennett,MO the people that where to buy, well it all fell apart. The owner of the other Kennett station would buy but the now owner will not come down on price. Some have it that they want to move to Dyersburg,TN but I think thats a no go also.
 
I believe that Steven Fuchs thought he had a deal with Flinn to swap KOTC for 92.5 in Poplar Bluff that he LMA's. Flinn probably looked at the deal and decided against it due to the economy. With Pollack already owning everything else in the Bootheel, he might have trouble getting a purchase of KOTC past the FCC.
 
There is a 180 day extension for the CP which now expires 01/01/2012.

I just read the latest application for KOTC. It seems they had trouble getting a transmitter site. Initially, I was to collocate with WHBQ. For whatever reason, that didn't happen. The application says that they looked at using the WVIM site, but was unable to properly serve Memphis from there.

The new site will be at WLOK. That site presents some engineering challenges, but I suppose it's better than nothing. CP expires 1/1, so expect a signal soon.

We'll see what can be done with a 3kW daytimer.

Well, since 790 went back to sports, what are the chances that they would come back with a satellite classic country format? That would beat dollar-a-holler!
 
looks like they are just squeaking in just ahead of the deadline.

looks like it's going to be 3KW days here in Memphis. Should still have a pretty decent signal thanks to dial position.
 
Would the strange grounding at the WLOK site not make the station more directional than shown on the contour maps?

If so the signal my not be too great to the SE over the city.

Hopefully I wont be hearing 830 on anything inside my house when it pops back on from the WLOK site. I had some cheapo PC speakers that I tossed because they let me listen to 1340. I live in Annesdale Park Subdivision not too far from the LOK site.

I drove by the WLOK tower site a few days ago but have not been on here since then but there has been lots of traffic in and out of there from the looks of it.
 
They only have to get it on the air long enough to set the traps, match the antenna then accurately measure the antenna resistance, measure the mix products then complete the FCC 302A application for direct measurement of power. Usually the staff request the resistance of the host station also be resubmitted in a separate 302A to return the host to "direct measurement of power". All that with all the exhibits and showings required in the conditions stated in the Construction Permit, filed with the commission. There is no automatic test authority in these instances. The FCC then gives it a once-over to see if it meets the conditions then grants Program Authority. That takes about two to three weeks now days and they may not see the final license for some time but can operate on the PTA.
