KPHO - Weirdness With The News Cameras

For the past several weeks I've noticed something weird pertaining to the cameras KPHO uses for non-studio shots on its news programs.

I'm viewing OTA with converter boxes and the following seems to happen no matter which TV/box is being used.

When airing a street segment there will be slowly rolling lines from bottom to top. In the old analog days we'd call them noise. It has been consistent and doesn't ever seem to appear on the studio shots.

That is their poorly engineered microwave system. I believe it does it with almost all live shots. I'm not sure if it's just certain mountain receive sites or all off them. I also noticed the other day that some video in a story looked like it was shot on a handycam. The interviews were fine but the video of the event was stuttering.
