KPPC-LP and KWYU, both on 96.9 are off

KPPC-LP in San Antonio is temporarily off the air, they're having Internet or power trouble, not sure which.

Also, KWYU 96.9 appears to not be broadcasting at 25000 watts or I would hear it in KPPC's place. I remember for the first couple days KWYU was on in early 2018, it was nice and strong... Not anymore.
 
The SA KWYU rimshot is actually on, maybe the weather's allowing me to hear it now if it wasn't off yesterday.
 
Haven't heard KWYU in a while... Seems they're not on the air or are at such low power that tropospheric ducting doesn't work for them.
I can hear KXBJ 96.9 which is completely wiping out KPPC now, but not a trace of KWYU.

Is it legal to operate at low power without authorization? I've heard about another station getting in trouble for doing so.
 
Stations must operate at 90% to 105% power. FM stations have three hours to correct the problem if operating at more than 105% power. They have a little longer to operate at less than 90% power before filing for an STA. I want to say they can operate at lower power for one week without permission and must file after that, but I'm not completely certain.

Stations can operate at reduced power for 10 days before informally notifying the FCC. Over 30 days requires filing a STA.
