Had no idea this TV Station was going to compete against KTSF-TV San Francisco for OTA subscription television when this station was initially proposed in 1982. The original license holder for KPST-TV/KFSF-TV was Bay Area Telesystems as then under a construction permit. Its COL was in Vallejo, California at the time of the proposed station. By the time the station signed on in 1986 its license was with Pan Pacific Television. The station under KPST-TV was an affiliate of Home Shopping Network and also aired primetime programming in Chinese from 1986-2002.

How KFSF changed owners can be traced back to this 1996 article when Pan Pacific Television Inc was facing allegation over "Foreign ownership." KPST-TV was going to be formed as CityVision but was not released to San Francisco at the time it was proposed.
*Univision took over KPST-TV and changed it to KFSF in 2002 as a Telefutura affiliate and now Unimas affiliate for the San Francisco area and is located in San Jose.
The KPST deal "is entirely indicative of what Silver King has been doing for a long time," said Silver King spokesman Jason Stewart.
In 1986, Home Shopping Network announced that it would acquire the station, which was just starting up. In 1989, the FCC began investigating the station -- which was still owned by Pan Pacific Television Inc. -- for allegedly hiding its foreign ownership on its application.
With the threat of an FCC hearing, the station was ripe for a takeover under a federal law that gives minority-owned firms the right to buy at a discount stations that are being investigated by the FCC.
