No, it's the same tower site, but with a different antenna. (It's interesting that the coordinates listed for the existing location and the one for the CP are different, but it looks like the latter is correct.) Instead of having separate antennas for KQXT, KZEP and KJXK (one on each side of the mast) they'll be tri-plexing into a single one. It makes sense from an engineering standpoint, of course, but overall any improvement in individual station coverage shouldn't be all that noticeable.
The change in coordinates corresponds to what is listed on the ASR for the Tower of the Americas. The change to a master antenna reduces RFR exposure and improves coverage for 101.9 and 102.7, clearing up some of the shadowing issues to the northwest and northeast.
