According to FCC filings KLMO-FM Dilley is owned by Humberto Lopez and K227BH McQueeney is owned by Mary Lopez. As discussed earlier, it's not legal to have attributable interest in a translator which doesn't fit the "fill-in" requirements and extends the coverage area of the station you're relaying, so draw your own conclusion.

Yes.
JD said it best. It's illegal for a commercial broadcaster to have attributable interest in a translator that is relaying the commercial broadcasters FM signal. In that case it's the whole Lopez family. And even though the programming on those stations is Spanish Christian, KLMO is not licensed as a non commercial FM.

Here is an interesting tidbit...KTMR 1130 AM is currently being LMA'd by the same group who used to own the Radio Ola translators and KTNR. The group is Jesucristo Es Mi Refugio Church out of Dallas headed up by Pastor Roberto Gomez. He along with Antonio Cesar Guel have a partnership in the H.C.C.N., Inc. (Hispanic Christian Community Network). They own a boat load of TV stations all over the place. They were the group that went around filing for all the LPFM's when that window opened up. Recnet caught on to their scheme and objected to some of the apps (http://www.recnet.com/fcc/io-comcristiana.pdf) but many still went through. There were some that were completely fabricated with false names and identities to obtain the construction permits. (For instance KXVR-LP 107.9 FM in Corpus Christi) Most have either been sold under the table by them to other groups or have been leased out. They are a really shady group that is always doing things illegally but they manage to never get caught by the FCC.
That's the same group that has had an unholy alliance with a Dallas area religious broadcaster who likes to bend the rules or completely ignore them. Until recently he was aided in his illegal operation by the mega-translator network people from Idaho.
Is the "New" FCC (touted on their web imaging and in print) going to be different when it comes to enforcement, or will they continue to be afraid to go after religious programmers or minority owners, lest they be accused of being politically incorrect?
