KRUM 24 in Seattle. Windows 7 Wallpaper 24/7

So what is going on over at KRUM-LD 24? Supposed to be a spanish religious station, but lately it's been nothing but a Windows 7 wallpaper (makes me think that they take their programming from an online stream, which is always a bad idea). No top-of-hour station ID either. Probably no one around to sign off on hourly transmitter readings either. That station would have been pulled off the air long ago if the FCC still had a Seattle field office. You'd think they'd at least change the wallpaper to SMPTE color bars with a station ID (not too hard to do). On one side though, the station does make it into Bremerton despite being a low-power outlet.
