If this is an on-channel booster, there is no apparent overlap of the protected contours, so I can't see on what grounds Liberman would object. If it is a translator, I don't believe it can have that kind of power.
The booster can only fill in shadowed theoretical coverage areas not served due to terrain blockage, etc. The usual thing is to put the booster so it is below the main signal horizon and fill the shadow area, being careful not to bleed into areas where the two signals would interact.
Ah... I checked. It is a booster, and it radiates on an ENE/WSW axis and nearly all the usable coverage is south of the 8 fwy. It will have no usable signal in North County, and basically fills in the Southbay area than the main misses. In fact, it is directional to avoid much signal to the north.
Posted this although the FCC 60dbu contour map was giving "request error" last weekend. Interesting
that it's listed as Santee FM1, though directed away from Santee.
Some areas for a "fill in" would be I-5 south to downtown; and Mission Valley.

The information out there is that they have already made a deal with a Mexican station in their former area to take over the CHR format, and that their intent in San Diego is to go Hip Hop. Still not much better than a good rumor at this time, but it is information floating around.
