KSJO Universal 92.3 to Drop Brokered Programming

Obviously, someone already has a format in mind as they have bought the station with the intent to LMA it at the end of may prior to FCC approval.
My suspicions lean towards it being a San Francisco FM that has poor South Bay coverage. It could be anything from KRZZ which has very little signal in the area with some of the heaviest Hispanic population to any of the English language stations that need a South Bay boost.
I always have wondered if Rock en Espanol might work in the South Bay, I haven't seen any Rock en Espanol stations in the U.S. I'm curious if it could work or maybe not? The only station I have seen is XHMORE-FM which is a Tijuana, BC station operated by Cadena Baja California.

XHMOR doesn't get ratings in San Diego, sitting around a 0.3 in share. It barely gets them in Tijuana, either. The only pureplay "rock en español" format to ever work is that at Mega 98.3 in Buenos Aires. Argentina has nearly 50 years of history producing mass appeal rock, and when Mega appeared in April of 2000 it shot to #1 in less than a month in a market with nearly 300 radio stations.
Outside Argentina, which is basically the southernmost country in Europe, the only rock stations that work in Latin America play all or almost all English language rock. In the US, the market for Spanish language rock is even smaller, and not in any way commercially viable.
That said, you will find Rock en Español on a few non-coms including the HD-2 of KCSN in LA. Most are programs, not whole formats.
The more I consider the sale, the more it makes sense to think about it being sold to EMF. They commonly go for LMAs on purchases, and they need a signal in that area.

Running a stand-alone station that only covers an embedded market requires a special skill set. This is why I am inclined to believe that the prime suspects will be EMF or one of the San Francisco stations looking for a repeater for the South Bay area.
When you describe in short term of EMF you mean Educational Media Foundation? Which operates Christian K-LOVE and Air1 radio networks in Rocklin, California.

Among the possibilities... and there is nothing official... that would be the guess at the top of my list.
It's only a South Bay signal. Hardly worth using up a signal that can be attributed to the full metro for just partial coverage.
It seems EMF is going to take over KSJO its just really logical for an answer, look at KURK they just recently were bought by EMF from Wilks Broadcasting, so I doubt this might happen the same with Universal Media Access.

EMF is a huge exploiter of the "studio waiver." They have lots of cash to buy the signals but claim in their filings they don't have the money for local studios. This was not why that exemption existed, to create a network like EMF has done.
Could Save Alternative be another possibility to take over KSJO and make LMA agreements with Universal Media Access and focus on the Modern Rock format?
