KSOQ 92.1 Upgrade?

Is it possible for 92.1 KSOQ to upgrade to a Class B and move their transmitter to Mt. Soledad? I don't think it will be the problem with 91.7 or 92.5 since US/Mexico have some treaty to put second ajacent channels around San Diego area. (see the Class D chula vista post)
 
Nope - not enough spacing to KHHT on Mount Wilson, and I believe there's also an IF issue with the spacing to KLNV on 102.9.
 
Original power was 125 watts, then raised to 170. Now uses 560 watts. Quite clear at the hotel
near Magic Mountain.
