From my memory, KSTL had a country format in the 1970's, but was probably brokered with paid religion. One of the DJ's I remember on KSTL was Skeets Yaney, who earlier was a performer and later went to KMOX.
In 1979, as a result of Doubleday's purchase of paid religion-formatted WGNU-FM (becoming WWWK/KWK-FM now WARH), some of the brokered-religious shows moved to stations like WCBW (104.9), and KSTL. Another program that moved to KSTL was "Sylvia," who had a German-pop show that aired on both WGNU AM and FM. Programs like Sylvia added more brokered ethnic shows to KSTL, along with paid religion. This kind of programming continued until Crawford purchased KXOK and KSTL in 1994. With that purchase, KSTL gained a low-powered night signal, and a shift to a black-gospel format.
