KTAZ 39.2 Scrambled

I was just looking at some TV stations and noticed that my TV says "Scrambled" on channel 39.2. So I tried going to channel 39.2 on 2 other converter boxes, one says "Scrambled Video" and the other just says "No Signal". So why is KTAZ channel 39.2 scrambled?
 
I've had my boxes do that occasionally too but I doubt the signal is scrambled. What it probably means is the box cannot decode the signal so it assumes it's scrambled. The station is probably testing and they turn the signal on and off and that's why you see "no signal".

My TV usually says "No Audio and Video", converter box 1 usually shows a black screen and shows that there's a signal, and converter box 2 usually says "No Signal" when a channel signal that is so bad that it can't receive the audio and video or if it receives a signal that has no audio and video (that what they say when I try channel 8.11 and 8.12). This is the first time any of have said "Scrambled". What doe's your converter box say when you try channel 39.2?

At 6:31pm on Wednesday I get "scrambled signal" on my Channel Master 7000 converter box.

I'm OTA without any converter boxes. My TV also says that 39.2 is scrambled. Oh well, I guess I can't learn how to live in this country illegally.
