KTBQ downgrade; Longview FM allocation change

I put this on the Louisiana board since it's a plan to restore KQHN 107.9 Shreveport back on the air (it moved-into the market from southwest Arkansas, the former KVMA-FM 107.9 Magnolia, but was forced off the air since the 107.9 frequency was causing problems with equipment as Barksdale AFB). To do it, the vacant 97.3 Longview facility will be moved to 107.9 and KTBQ 107.7 Nacogdoches will be downgraded...

The FCC has approved a plan to get KQHN 107.9 back on the air. The changes are just to the table of allotments; all the stations will have to file for the changed facilities...

KQHN will move from a class C2 allocated to 107.9 Oil City LA to 97.3C2 Waskom, TX (on I-20 on the TX/LA border) and use the same tower it was using when it moved into the Shreveport market.

To make way, Cumulus will change the city of license of KRMD-FM 101.1 from Shreveport to Oil City (so Oil City does not lose "service"). Other moves...

KPCH 97.7C1 Dubach: downgrade to C2, still on 97.7
(no loss of service really here -- it never put on its C1 upgrade)
KDBH 97.3C3 Natchitoches: downgrade to a 97.5A
KTBQ 107.7C2 Nacogdoches TX: downgrade to a C3, still on 107.7

LPFM KBLK-FM 97.3 Shreveport will have to find a new frequency.

KTBQ is impacted since the vacant 97.3C2 Longview TX allocation is moving to 107.9. KTBQ will lose 62,000 people in its coverage area -- I assume Cumulus will have to give something to Clear Channel for CC to have consented to the downgrade of KTBQ and allowing for the return of a competitor to its Shreveport cluster...http://hraunfoss.fcc.gov/edocs_public/attachmatch/FCC-05-198A1.txt
