I don't quite understand some of these upgrades...if it was possible to upgrade, why wasn't it done long ago? Don't you always want the best signal you can get?

It has only been in recent years that the FCC has allowed more than 5kw on what used to be called regional channels. That is why 1270/1360/1440 have gotten the big upgrades, along with some other stations.
Those other stations include KRVA 1600 (25kW) and when the CP's are built out, KCLE 1460 (11kW) and KNIT 1480 (50kW). But all of them with the exception of the aforementioned KFLC 1270 will continue to have really lame nighttime coverage.
