KTRE/9 to be available on Dish Network

I bet viewers don't get a choice. It will be assigned by the zip code of your service address - you'll either get KLTV or KTRE.
 
As far as I've seen from other markets, you'll get both stations:
- Waco market (including Bryan/College Station) gets both KWTX/10/Waco and KBTX/3/Bryan (CBS) - Same owner
- Washington DC Market gets both WRC/4/Washington and WHAG/25/Hagerstown (NBC) - Different owners
- Philadelphia gets both WCAU/10/Philly & WMGM/40/Atlantic City (NBC) - Different Owners
- Grand Rapids gets both WZZM/13/GR and WOTV/41/Battle Creek (ABC) - Different Owners (but WOTV is owned by WOOD-TV (NBC))
- Lincoln, NE gets both KHGI/13/Grand Island and KLKN/8/Lincoln (ABC) - Different Owners (KHGI also owns the Fox affil.)

I know there are a few more, but expect to get both, but only one once (if) the market goes HD (Waco only gets 10 in HD, 3 is in SD)

I believe WXOW and WQOW work the same way.

That's very likely to Dish since they probably don't have the security level codes necessary to split the market or don't want to. KBTX is a fairly recent addition to Dish IIRC, too.
