Question. Why does KTRU on 91.7 with 50-KW have a translator at 91.5, when
91.7 fully covers the small area that is covered by the translator on 91.5?

Actually, it doesn't. In 1991, classical station KRTS moved into Houston. KRTS upgraded KTRU's signal along with its own, KTRU grew to 50,000 watts. In order to make the fit, KTRU was moved to Humble. The skyline of Houston acts like a mountain range between the transmitter and the Rice Campus. The signal into the campus was terrible. In order to serve Rice University, KTRU got a translator at 91.5.

I was wondering about this myself. To go further, I have seen a CP for KROI to downgrade power from 100kw to 22kw and move closer to Houston from Seabrook. Since KTRU is now powered at 50kw, will they be forced to downgrade to accomodate the new lower powered 92.1?

The KROI power drop is accompanied by a antenna height increase, so there is for all practical purposes no increase/decrease in their coverage area. The change will supposedly help reduce multipath and dropouts on the 92.1 signal. KTRU specs will stay the same.
