The statement was "two strong indies", which if nothing else implies that both stations had at least somewhat competitive programming in the market.

I also grew up in that market, and never watched channel 13 because they had nothing on but ancient B&W movies and stock market reports. Channel 13 wasn't popular with kids (or anyone else) during this period of time.

That was common everywhere in TV in those days...a reel of quad tape was hundreds of dollars. Only with the introduction of cheap formats like U-Matic into broadcasting (it was originally designed for home use) did significant archiving of shows begin.

I'm thankful KPHO saved what they did of the W&L legacy.

Wasn't KPHO-5 the only TV station in the Phoenix area to get the okay to go on the air prior to the FCC's 1948-52 "freeze" on granting new TV station licenses??

If that was the case, KPHO probably had all the networks for several years. And if KPHO had all the networks, I suspect it (like many early TV stations in one-station markets) carried quite a few NBC and CBS programs, but very little from ABC or DuMont.
