I'm hearing Spanish programming now on 91.7 here in Seattle. Would that be KSVR up in Mt. Vernon?

I'm not so sure it would be such a bright idea for National Cooperative Bank (the underlying lien holder with PRC) to take KXOT back into receivership. The reason is fundamental to the nature of ownership in the reserved band (non-com educational). Assuming the Bank is a commercial entity (Wikipedia says NCB was privatized in 1981), the FCC would never allow this lender to have any ownership whatsoever. Thus, PRC should retain KXOT, and find another non-com operator to assign the station to or draw up an LMA with a local operator to simulcast.
But I cannot think of anyone here locally that would be as well-heeled as PSPR (KUOW). Can you? Maybe the 84,000 watt glorified translator on 88.1 in the South Sound (this station has no local studio.....go figure) that they call KWAO Air 1. They certainly need more coverage up North.
