Back in the 80s, Visionary Radio in Santa Rosa registered "KVRE" as a trademark. A few years later they sold the station, the new owners changed the call letters and the air staff wound up across town on another station.
That station applied for, and got, the KVRE calls.
Visionary sued based on trademark infringement, and the new station was restricted to only using that phrase as required by FCC rules, i.e. once an hour.
The new station then changed it's call letters to KRVE, which wasn't trademarked.
So yes, you can get the call letters as soon as they're released. But you better be sure someone else hasn't claimed them as intellectual property.
