"Spanish Broadcasters" are in Spain, or, in the case of Televisa Radio in Mexico, owned by Spaniards.
I don't believe it has ever been discussed that Spanish
language broadcasters on the US mainland might be held to or operate under different standards. It's long been considered that Puerto Rico has been regulated with a bit of benign neglect outside of the technical area, but that is something that originated on M Street, not at the station level.
