I was just scanning the analog dial, and noticed that KVPA-LP had returned to the air, just before their one year of being silent was up. They are currently airing a preview of Estrella TV with a scroll in Spanish that mentioned "Estrella TV coming soon." They must just be doing this until they finally get their digital signal operational.

Roughly translated, the scroll reads:
Given that the station would be officially silent 12 months on Tuesday, that they are broadcasting an network preview in analog, and that the network Estrella TV has already launched in select markets ranked smaller than Phoenix in terms of Hispanic viewership, I wouldn't be surprised to find that this station is again off the air tomorrow, having fulfilled their broadcast requirement, and that they will return when the digital signal is ready to go.
Just speculation on my part...
I did notice that they are doing the proper top-of-hour legal ID.

Yeah, I saw that preview too. I wound up in analog mode on my TV (cable box maps to 4 but can receive analog normally).
