KVPA-LP to Liberman: what's taking so long

I noticed that the FCC approved the purchase of KVPA-LP to Liberman in mid-September, but they have yet to close on the deal. Are they having trouble finding the funding to close the deal, or are they waiting to close on KVIB and launch everything they plan on doing in the Phoenix market at once? It took them less than a month to close on their Salt Lake City TV, why the delay with Phoenix?
 
Apparently the deal's still on. Liberman just filed for DTV flash cut authorization for KVPA-LP, with Latin America Broadcasting's permission. See FCC document.
