Interesting. I can't help but wonder if that stands for Radio Punjab Abbotsford and Satnam's ulterior motive is to pull the station out of Oak Harbor relocating it to Sumas or Everson (directly south of Abbotsford). I asked a friend in California who is quite knowledgeable on FCC regulations if this could happen. Here's his reply.

According to the FCC database, KWDB 1110 is the only LICENSED station in Oak Harbor at the moment, so they cannot move until:
A new 94.5A CP with KWPA Whidbey Public Radio is built and on the air or
Somebody applies for the FCC Allotment of 103.3A, gets a CP and builds it.
KWDB 1110 is stuck as a 500 watt daytimer in Oak Harbor until one of the FM’s gets a License.
