It is owned by Emmis and under an LMA to GRC with an option to buy at the end of the lease period. GRC at that time would have to comply with the foreign ownership rules in place at that time, which they can do at any time in that one of the CEO's sons was born in the US and is apparently a citzen and can hold the licnse.
No. "Grupo Radio" essentially means "radio commpany" so those are two different entities, just as Grupo Acir is the company half owned by Clear Channel.
