KXPE-LP, 89.9, Austin

It's a rather new low power FM in the Austin area, broadcasting in the north central area of the city. KXPE-LP

This station offers very unique programming. They apparently do not have a studio yet, so rather than leave it dark they are broadcasting big band music from the 1920's and 1930's over the Internet to keep the license. This will apparently change as soon as they're able to get a studio, however. But in the meantime north Austinites can enjoy the big band there on 89.9.
The station they're rebroadcasting is Radio Dismuke. Radio Dismuke - 1920s & 1930s Popular Music & Jazz Internet Radio Station

I have heard this signal in the past, but when I listened I thought it was originated locally in Austin. Has anyone else heard KXPE-LP?

I doubt it, KXPE came on the air in May 2018.
The R&B station you're probably talking about is 88.7 KAZI. Home | Kazi FM 88.7

As for KXPE, it's not exactly Big Band, I stand corrected. Here is what the KXPE owner sent me earlier through Email.
"Most people would describe Radio Dismuke as music from the big band era,
but I think it would be more accurate to say it is music from prior to
the big band era. When you say big band music, people think of Glen
Miller, Tommy Dorsey, etc. The bands you hear on Radio Dismuke are
mostly small bands playing popular songs selected from the jazz music
that was popular at the time."
