KXSC 104.9 audio quality

The high frequency audio on KXSC 104.9 is noticeably below the level of the other two KDFC channels, 89.9 and 90.3. Is this due to the quality of their processing equipment, or a sub-optimal STL? I've also noticed occasional audio drop-outs on the 104.9 signal, with the carrier still on.
 
Is KXSC audio fed by KDFC's HD audio signal or by a compressed audio internet stream? It may explain some of the audio quality issues.
