KZAH, 99.1 FM, Harper/Kerrville

I'm sure they will. Kerrville is a very desired and competitive market. You can get things going in very little time. To let such a frequency lapse is almost unthinkable.

How the hell could someone make such an error on a big and promising-looking station? And he bought that station from someone else, who also wasted their money because the station was never built.

How about you check the fcc database? They filed a license to cover on November 20th, which means the station was built as per the CP... doesnt mean they kept it on.

I have heard this pirate station on the Northwest side of San Antonio off and on for several years. The pirate has a lot of coverage, a lot more than an LPFM. Is the Government taking a nap? LOL I understand though if Justin is getting his station ready. I see the license to cover now, but have not heard the station on.

In all my dealings over the decades, I have found the FCC to be a decent, reasonably efficient and functional government agency. The last thing I would call the FCC is "corrupt".

The Commission has rules about stations being silent. They are very precisely detailed. Building a CP and going silent is permitted, as long as the proper notifications are made. But that is not the case here as you can see below.

The FCC only recently started looking for pirates proactively, and then only in the most egregious situations, like Boston, NYC and Miami. And they are now supposed to do roving visits to other areas.

But until now, pirates were investigated if a complaint was lodged. The FCC does not have the budget to monitor all services in all markets all the time, so citizen complaints (including those from radio licensees) are depended on for enforcement action.

I see the license to cover now, but have not heard the station on.

And that is legal, and, in fact, required in this case.

It appears that a condition of the CP is that automatic program test authorization is not granted, and the station has to notify the FCC and request same. Because the antenna installed is not the same as in the application, a review must be done. That is why the station is not on the air: they are waiting for a grant of Program Test Authority.

In other words, if I read the file right, they build, file for PTA, and wait for a grant. In the meantime, they must be off the air.

Only reason I called it corrupt is because I've never heard lots of stations, while they never said they went off the air. They just went off without notifying the FCC.
As you said the FCC doesn't have the budget to enforce the rules.

As for KZAH, I don't think it will reach SA very well anyway if they make it on, it's covered by GenX.

I'm sure 99.1 will do well just wish GenX wasn't in the way. GenX is a Spanish LPFM in San Antonio on 99.1 that I've heard is overpowering it's signal.
 
We are super excited to fire it up. Everything is in place, just waiting for the FCC to say go... It was a struggle to the finish, but luckily we are just waiting for authorization. I think SA might be a stretch to hear us from here, even if the LPFM wasn't on the air there, but we have our toes and fingers crossed we might cover some of Boerne, TX. The fun part is driving around after you turn on the switch after all this work! Keep an ear out... It's coming soon!

No, as I explained in my prior post.

The instrument of authorization for the CP specifies that Program Test Authority is not automatically authorized in this case due to considerations described therein.

The steps, in this case, are to build but not go on the air with the CP, then notify the FCC and request PTA. At that point it can be put on the air, and if all goes well, a license will be granted.

In this case, the station built using a different antenna design and manufacture. That required a filing as part of the request for PTA, which was just done.

So they are waiting for the FCC to approve the different antenna and give program testing the OK. It is in the hands of the people at The Portals.
