KZWU/KZWF

I was to understand 105.9 WKZF and 96.3 KZWU would be Des Moines rimshots. According to 100000watts.com. they've signed on simulcasting as country, using "The Wolf" as a moniker. They're both at very low power with signals that don't appear to reach anywhere near Des Moines. What happened? Why did Connoisseur bother with signals that basically serve Knoxville and Bevington? Anyone know the scoop?
 
There are several rumors about why those stations downgraded, but I can't verify whether or not they're true. The most common are that they either downgraded to allow KDLS-FM 105.5 and/or KNWM 96.1 better signals into Des Moines or that they couldn't build the tower as originally planned and made a quick change to get the stations on-air before the CP's expired.

Backing the move-in theory up a little is that other stations around 105.5, like KELR-FM 105.3, have also applied to make changes. KELR moves it signal further away from Des Moines and lowers power, but it gets about 200 feet of additional antenna height. I believe KNWM's sister station at 107.1 was also able to upgrade due to 96.3's downgrade.
